Expressions of Interest - 24 Hour Gym Proposal

CONTEXT AND WHY THE COUNCIL IS SEEKING EXPRESSIONS OF INTEREST

Roxby Council is seeking open expressions of interest from private operators considering the establishment and operation of a 24 hour/7 day per week gym that is able to meet the fitness, access and wellbeing needs of the Roxby Downs community.

Roxby Downs has an estimated residential population of 4,500 people, with an average age of 30 years. This is well below the median age for most communities in regional and rural Australia. The town also hosts residents of residential villages connected with BHP’s Olympic Dam operations.

The current Council operated gym Pulse Fitness operates on the second floor of the Roxby Link Leisure Centre. The 2020 review of the Council’s Disability Access and Inclusion Plan highlighted the need for all Council facilities to be fully accessible to all residents. The location of Pulse Fitness presents a challenge to reasonably achieve this and the preliminary conclusion has been reached that a street level facility at grade (i.e., accessible without traversing steps or stairs) would be more appropriate.

Prior to considering the commitment of public resources to resolving Pulse Fitness access challenges, Council is seeking to identify private sector interest in picking up this service opportunity.

Pulse Fitness currently operates between 0600 to 1000 and 1400 to 2100 hours, Monday to Friday and 1200 to 2000 hours Saturday and Sunday. Pulse Fitness membership base fluctuates between an average of 180 to 230 members per month excluding casual users. The predominant attendance at Pulse Fitness is by monthly members. Pulse Fitness has a current average of 55 members attending the facility each day.

Recognising the nature of work schedules associated with Roxby Downs and employment at Olympic Dam, interest has been expressed in extending the opening times for the gym to 24 hours/ day. The extension to all day/ night operation, with appropriate support services, has been identified as a complementary adjunct to the establishment of a new, at street grade, accessible gym.

Expression of Interest should include the following:

  • Proposed Site.
  • Service delivery explanations.
  • Preferred service delivery model as well as ancillary facilities/services.
  • Capability statement for the operator and the site.
  • Mode of operation to meet the 24 Hour/7 day per week operation.
  • Equipment schedule.
  • Partners.
  • Public Liability insurance.
  • Any proposals to Council in regard to the current Pulse Fitness operation at                Roxby Link.

Lodging an expression of interest is not an offer to enter into an agreement and the final terms of any agreement will be determined by the Council and the proposed operator.

The Council will not be bound to any agreement unless and until a written agreement is signed by all parties.

The Council reserves the right to negotiate with individual parties following the expression of interest process.
